  CROSS-BORDER PROGRAM GRANT
  The FCC has granted Section 325(c) cross-border program
transmission authority for The CW Network to be carried on
XETV/Tijuana/San Diego subject to conditions:

  SHOULD ALL SATELLITE RADIOS ALSO RECEIVE HD RADIO & VICE VERSA?
  On August 25, 2008, the Commission released a Notice of
Inquiry ("NOI") on issues pertaining to (i) requiring devices
capable of receiving Satellite Digital Audio Radio Service
("SDARS") to include digital audio broadcast ("DAB"), or HD Radio,
or any other technologies capable of providing audio entertainment
services; and (ii) requiring devices capable of receiving HD Radio
to include SDARS or any other technologies capable of providing
audio entertainment services.
  The deadlines for filing Comments and Reply Comments have now
been established and are as follows:
  Comment Deadline:  November 10, 2008
  Reply Comment Deadline:  December 9, 2008

  EDITORIAL (ADAPTED FROM CGC #852)
  When FM stereo was introduced, there was no need to mandate
stereo receivers in the marketplace.  Quite the contrary.  Stereo
was so popular that it spread like wildfire in a free market
environment even though it did not have the coverage footprint
of monaural.
  HD Radio, if wanted by consumers, need only follow the same
free market model.  The FCC need not, and should not, mandate
that HD Radios be included in other types of radio receivers.
Why should consumers be forced to pay for added electronics
that they do not necessarily need or want?

  FCC FORFEITURE WATCH - ITEM OF INTEREST
  The $18,000 fine against the 16-year old boy who confessed
to making false marine distress calls in Florida (CGC #837 & 842)
has had his fine cancelled by the FCC.  The boy expressed serious
remorse for his actions.  The FCC, noting that he had never held
a job and is currently in a juvenile detention facility, decided
to cancel the fine and admonish the youth for his actions.
