  FCC FORFEITURE WATCH
  The executive of a radio service shop in Georgia admits to
jamming a school bus radio channel because another communications
company had taken the bus radio contract away from his company.
Later he changed his story completely (the equipment in his
service vehicle was said to be mounted incorrectly which caused
the "PTT of the VHF to mash against the base of the UHF and
go into the TX by itself"), but the story didn't wash with
the Commission -- and for good reason:

  COMMENT ON FCC ENFORCEMENT WATCH ITEM
  Regarding the FCC's Notice of Violation for tower coor-
dinates allegedly in error by 140 feet (CGC #867):  In a
situation like this, the only determinative measurement would
be a survey performed by a California-licensed Land Surveyor
("LS").  It is well known that there are errors in hand-held
GPS receivers used in high RF fields.
  Is there a member of the FCC staff in that office who is
a licensed LS legally qualified to make such determinations?
AFAIK there is only one Registered Professional Engineer
(Electrical) in that office and a PE is not qualified to do
land surveying unless s/he is also licensed as a LS.  I'm
sure that he knows that.
  Bottom line - who made the measurements, how was the
calibration of the instruments performed, and what training
did the individual have in making precision land surveys?
