  SPECTRUM SURVEY LIKELY
As part of Chairman Genachowski's mandate to deliver a
national broadband roll out plan, a spectrum survey is in the
cards. Certain bills likely to pass in both the House and Senate
will require the FCC to produce an inventory of spectrum use,
including who is using it and how efficiently, within 180 days:

  FCC NEWS BRIEFS
o The FCC will likely dispatch engineers to do more
extensive testing in some top TV markets -- including
New York and Chicago -- where there are still DTV reception
issues particularly with VHF DTV penetration:
  http://tinyurl.com/TopMarketTesting
o BPL (Broadband over Power Lines) is back in the
news thanks to the ARRL vs. FCC case:

IBOC power levels, should the FCC go that route:
  http://www.radioworld.com/article/84358
o Comment heard on iBiquity's motivation for insisting
on an immediate HD Radio power increase: They know the FCC
won't be able to "get the toothpaste back in the tube."
o New York's Franken FM (circa 87.75 MHz) had asked for
financial donations to stay alive, and now pledges to refund
the donations; Radio World declares Franken FMs to be legal
  (para. 3):

  o Correction: KIID(AM), Sacramento, (with the fire-induced
fallen tower) is authorized to use three 200 foot towers; the

RELIABLE TV DX DIMINISHES WITH DTV
Editor's comment: Viewing Los Angeles TV stations in the San
Diego area (120 mile path) has become difficult following the
DTV transition as this letter from a viewer on top of the mesa
in the La Mesa/Cowles Mtn. area indicates:
  ______
Letter: Lately, possibly because of the hot weather, all the
L.A. digital channels are awful! Sometimes, even my most reliable
ones are gone: like 4.1, and 5.1. If the FCC thought that less
power would be just as good for digital telecasting, I've got news
for them.... The two big losses I've never been able to get back
are KOCE-DT (50.1, at least it was before the latest shuffle) in
Huntington Beach, and KCET-DT (28.1) in L.A. -- both PBS outlets.
