  FCC ANNOUNCES TENTATIVE AGENDA FOR NOVEMBER 18 OPEN MEETING
  FCC Chairman Julius Genachowski has announced two
tentative agenda items for the next open Commission meeting
scheduled for Wednesday, November 18, 2009.  The items are:
  o  Wireless Service Facility Siting:  A Memorandum Opinion
  and Order on promoting the deployment of wireless broadband
  services by reducing delays in the construction and improvement
  of wireless networks, while also preserving local zoning
  authority.
  o  National Broadband Plan Status Report:  Commission staff
  will report on the status of the National Broadband Plan which
  the FCC must deliver to Congress on Feb. 17, 2010.  The
  presentation will include analysis of the major gaps in
  broadband in America.

  ALTERNATE LOCATION NEEDED FOR THE MT. WILSON CHRISTMAS PARTY
  No one has asked me about this year's Christmas Party usually
held on Mt. Wilson for broadcast engineers.  The party won't be
at Wilson this year because of road hazards but we would still
like to hold an SCFCC meeting and serve lunch.
  If anyone has a good idea concerning an alternate location,
let me know.

  ABOUT INTENSE FIRES AND MUD SLIDES
  Now that the Mt. Wilson fires have hopefully subsided, your
readers might be interested in the reasons that these fires are
so difficult to fight.  I recently reread John McPhee's "The
Control of Nature" (1989), ISBN 0374128901.  The third section,
"Los Angeles - Against the Mountains," explains the reasons that
the vegetation burns like it is soaked with gasoline and describes
the devastating effect of rain on the bare mountainsides.  None of
this will be news to your southern California readers but might
help to explain the dangers that our fellow engineers must face
in southern California.

  AM DX, SHIPBOARD STYLE
  Just got back from a cruise thru the Panama Canal.  Was
finally able to hear mostly Mexican and Central American stations
and how it sounds without the use of directional antennas: it was
a mess at night.  They do tend to lower power at night but it
seems even their "use to be clear channels" were not truly clear
anymore.
  The Cuban "intentionally placed" high power AMs still cause
havoc on various frequencies around south Florida.  One thing
noted: Mexican AMs had a very lively sound -- maybe program
directors up here in the states should go down there and listen
for a week.  They might learn something!

  IRMA FRAUSTO HAS COMPANY
  You probably remember Irma Frausto of Compton, CA.  Her
amplified TV antenna allegedly self-oscillated on 840 MHz
and caused interfere to a cell site.  The FCC sent her a Citation
even though there was nothing in the Commission's write up to
suggest that she knew about the self-oscillations or had the
wherewithal to eliminate them.  She just seemed to be an average
citizen watching TV (CGC #929).
  Now Irma has company.  A 12 year old schoolboy by the
name of Nickie Chamberlain has been busted because his self-
oscillating TV antenna was interfering with air traffic over his
home in Linslade, Beds in the UK.  The Ofcom engineer ordered
the father to "dispose of the aerial in the bin."  The father
was in a state of shock, describing himself as "absolutely
gobsmacked."
